1. All applicants must personally sign the availability for work. The applicant's last termination slip must be presented prior to signing the availability for work list.
2. Only the applicant listed is eligible to accept a work call.
3. Any applicant for employment who is rejected by a contractor will be reinstated to his/her place within his/her group.
4. All applicants for employment must present verification that they have successfully completed a drug test in accordance with the IBEW/NECA Quality Connection Substance Abuse Testing Program Statement of Policy and are enrolled in the Drug Free program, prior to receiving a referral for work.
Dispatch System
Normal Dispatch Hours – 7:00 a.m. to 8:00 a.m.
Day Book- You must be present to receive a referral.
5. Referral sign-in shall begin at 6:30 a.m. and close at 7:00 a.m. daily when calls are available.
6. Dispatch will begin at 7:00 a.m. starting with Book I, followed by Book II, followed by Book III, then Book IV.
7. If calls go unfilled during normal dispatch hours, referral sign-in will begin again at 7:30 a.m. and remain open during normal business hours (including the lunch hour).
8. Dispatch will remain open until all jobs are filled for that day.
9. The first 25 registrants on each book will be allowed two job turndowns without penalty and be rolled to the end of the book for a third turndown.

*Disability must be supported by the proper paperwork to the Business Manager. (Workman’s compensation will also be treated this way). You must provide a “back to work order” before being eligible to accept a referral.
*Military Duty must be supported by the proper paper work from the Armed Services to the Business Manager.
*Jury Duty must be supported by written proof of service by the Courts to the Business Manager.
* Bereavement will be a maximum of five (5) working days in any Calendar year (January 1st through December31) with written notice to the Business Manager of Local 520.
*Vacation will be a maximum of ten (10) working days in a Calendar year (January 1st through December 31) to be taken five (5) working days or ten (10) working days at a time with written notice to the Business Manager of Local 520.
The individual may still be subject to being rolled off the available for work list if he/ she fail to follow the required re-sign procedure.
10. If a call goes beyond the top twenty-five (25) registrants, it can be turned down by any registrant on the list not in the top twenty-five (25) without those persons receiving a job turn down.
11. Not being available for referral when work would have been offered to the registrant shall be considered a turndown. Rejection of the applicant by an employer is not a turndown.
12. When an applicant accepts a work referral, his/her name will immediately be removed from the out-of-work list.
13. An applicant who voluntarily quits a job, or is discharged, regardless of the length of time worked, shall lose his/her place on the list and must re-sign at the bottom of the available for work list.
14. An applicant who accepts a referral and is accepted by the employer and who works more than five (5) days shall not retain his/her place on the available-for-work list.
15. All applicants shall re-register every thirty (30) days in order to retain their appropriate place in their group. Failure to do so, results in the applicant’s name being removed from the list.
16. Re-sign may be accomplished by mail, fax, e-mail or in person. These methods will be recognized provided they are timely. Failure to do so results in the applicant’s name being removed from the list.
17. The business manager will not be required to give the expected length of any job to an applicant.
18. In the case of an emergency, referral may have to be made outside normal hours using whatever means are available to fill calls and place registrants.
19. If an employer requests manpower to be dispatched, it shall be considered an assignment of work for the applicant and that the applicant has been employed according to the Agreement.
20. Any applicant accepting a “short call” of forty (40) hours or less shall retain their position on the out-of-work list. A short call may be extended an extra forty (40) hours upon approval by the business manager. (No Strikes will be given while a registrant is on a short call.)
21. An applicant may sign the out-of-work book during the hours of 7:30 a.m. to 5:00 p.m., Monday through Friday, excluding holidays.
22. An applicant who believes they have been placed in the wrong group (Group 1, 2, 3 or 4) shall bring it to the attention of the dispatcher prior to roll call. It shall be the responsibility of the applicant to provide documentation to support their claim.
The following Dispatching Rules shall, in addition to those listed above, apply to the Maintenance Agreement, ONLY:
1. An applicant accepting a referral under the Maintenance Agreement shall not be eligible to transfer to a project being done under the Inside Agreement. However, any applicant who is dispatched to a project being done under the Inside Agreement may be transferred to a project being done under the Maintenance Agreement and then back to any project being done under the Inside Agreement.
2. All applicants for referral are hereby notified that terms and conditions of the Inside Agreement may not apply on work covered by the Maintenance Agreement.
